Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of opposing developments captured the harsh reality of the current period. By day, political struggles are fought: hopeful statements are delivered from different nations. Considerable effort is devoted on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track missile launches from enemy soil, a ability provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems thundered: multiple launches fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by Western nations. Every firing shakes the surroundings, causing tremors. The instant of fear quickly becomes resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its target.
With pauses, this continued until dawn. Kyiv greeted the morning news: several casualties, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's vital need on Western support – a dependence that European nations are evidently unprepared to fill in the immediate future.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new approach from American administration unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This cycle will, certainly, endure.
Strategic Calculations
It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a principle well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unfeasible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's occupied territories.
The problem is that while recognising this factual reality, US leadership does nothing to discourage Russia, through diplomacy or military means, from believing that the current condition will not change more in its favour in the near future.
Opposing Positions
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but averting a complete military breakdown until circumstances change in its benefit.
Current Realities
Factually, there are no real preconditions for a truce. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a mere seven days to kill the proposed articles of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
